Madam, Sir, dear residents of Ferney,

If you are visiting this page, it is probably because you care about the future of Ferney-Voltaire and, like us, you wish to entrust its management to a team that knows how to listen, propose solutions, and above all, take action.

Our objective is clear: to make Ferney a safer, cleaner, more dynamic and more pleasant city to live in. A city where urban planning regains meaning, where local commerce thrives again, where associations are genuinely supported, and where investments — decided in consultation with you — truly serve the residents.

To succeed, we apply a method that has already proven effective during my time as Deputy Mayor: working in project mode, cultivating curiosity, sharing knowledge and skills, acting with full transparency, maintaining strong motivation and, above all, restoring elected representatives to their rightful place in decision-making, in close partnership with municipal services. This commitment and this collective spirit will guide our action.

It is to carry this ambition forward and to bring together a team capable of turning it into reality that I have decided to stand as a candidate for Mayor of Ferney-Voltaire.

Pierre-Marie Philipps

Municipal and Community Councillor
Deputy Mayor and Vice-President of the CCAS of Ferney-Voltaire (2015–2023)
Departmental Councillor for the Canton of Saint-Genis-Pouilly

Our 10 Priorities for Ferney

Making residents true partners in public decisions

Starting this autumn, we will launch an annual Citizens’ Forum with a direct impact on the municipal budget. Public participation will be fully integrated into decision-making, with shared assessments and transparent follow-up on commitments. The participatory budget will be renewed and strengthened.

Restoring calm and cleanliness immediately

We will enforce zero tolerance for illegal dumping, abandoned vehicles, chaotic parking and dangerous street racing. The municipal police will be reinforced, with extended hours and increased presence. Close cooperation with the national gendarmerie will be established. We will also work closely with building associations to free up residential parking, remove abandoned cars and bulky waste, and improve living conditions residence by residence.

Adapting schools to climate change and reopening a public daycare immediately

For our children, we will green schoolyards, adapt buildings to heatwaves and improve safety around schools. After three years of closure and inaction, a temporary public daycare will open by the end of the year. By the end of the term, three daycare facilities will be operating. School meals will reach 50% organic products (compared to 25% today), well above legal requirements. We will also prioritize short supply chains and local producers from the Pays de Gex.

Ensuring faster access to everyday healthcare

Our priority is appointments within days rather than weeks. We will work with existing medical practices, the Pays de Gex Agglomeration and the Ain Department to attract doctors, junior doctors and nurses (including advanced practice nurses). We will support the development of the CESIM medical center in Gex. We reject unrealistic promises of a “new hospital” and will focus on practical, achievable solutions.

Reviving cultural ambition and acting immediately for Cinéma Voltaire

From April, we will secure the cinema’s finances to ensure its survival. We will create a flexible Cultural Square hosting live performances, music, cinema and community initiatives. We will support the open-air theatre project near the Château de Voltaire. A regular and diverse cultural program — including summer events and activities for families and young people — will be implemented.

Giving every generation a real place

Young people aged 15–25 will be supported in their projects through dedicated spaces, flexible approaches and tailored programming. They will be involved in decision-making and supported in their cultural, sports, community and entrepreneurial initiatives.

Our seniors will benefit from new activities throughout the year. The senior residence will become the central hub for dedicated programs, including intergenerational events to strengthen community bonds.

Rethinking urban planning and pursuing an ambitious environmental policy

The ongoing revision of the local urban development plan is a key opportunity to moderate building density — a non-negotiable priority. Genuine green spaces, ground-floor shops and residential parking will be preserved. A housing charter will set clear standards for developers.

At the same time, we will increase shade in public spaces (through tree planting and green walls) to adapt the town to climate change. The Vireloup park will be developed as a new green lung for Ferney. The Ferney woods will be secured and opened for walking and sports activities through an agreement with the landowner.

Reviving local businesses without delay

Our goal is to renovate 10 vacant commercial premises within two years and diversify the local offer — decline is not inevitable. Through close collaboration with shop owners, we will support property owners and businesses, encourage young entrepreneurs in every neighborhood and promote the circular economy.

Making Ferney the safest town in the Pays de Gex for walking and cycling

As part of a comprehensive mobility plan, we will renovate sidewalks, secure crossings and improve poorly lit pathways. We will create continuous, well-organized pedestrian and cycling routes across the town. Clear signage indicating walking and cycling times and distances will be introduced.

Rebuilding a strong partnership with local associations

We will develop genuine, non-partisan partnerships with associations: structured support, simplified procedures, funding and shared facilities. Volunteers must be recognized and supported in line with their commitment. To facilitate their activities, the Levant community hall will be renovated ahead of a broader neighborhood redevelopment project.
